Sorry for leaving a second comment, but I think you should get in touch with Andrew Enyart: http://arenyart.googlepages.com .

He has created a professional-looking icon theme named LoGloss SVG. I think the icons are of high enough quality and might complement well the existing Oxygen icons.

Have you considered using and adapting some of the Ubuntu Dapper icons into the Oxygen theme?

The Ubuntu icons are exquisitely made and contains lots of detail, so all you’d have to do is adjust the colors (make them less orange). I think they’ll fit in really well.

One thing I’m not sure is whether the Ubuntu icons are available in SVG format…
